Masashi Kishimoto ran Naruto in Weekly Shonen Jump for fifteen years, from 1999 to the final chapter in November 2014, producing 700 chapters across 72 volumes and one of the best selling manga series ever published. The two anime runs together cover more than 700 episodes. Hinata Hyuga is quiet to the point of near invisibility for much of the story and demonstrates a form of persistence that has nothing to do with volume. Tsunade Senju is the strongest medical ninja alive, a compulsive gambler with famously terrible luck, and someone who developed a fear of blood after losing the people she loved.

Beyond those, the list reaches into the older generation with Jiraiya, Hiruzen Sarutobi, Minato Namikaze, and Kushina Uzumaki, along with the Sand siblings and the full set of Konoha teams. That range means the sorting has room to be specific instead of routing everyone toward the obvious protagonists.
